LOCATIONS OF DETENTION In Ukraine, at present there are 11 locations of detention (for detention up to 10 days): - Chernigiv (official capacity: 21)
- Chernivtsy (official capacity: 10)
- Chop (official capacity: 60)
- Donetsk (official capacity: 10)
- Kotovsk (official capacity: 13)
- Lviv (official capacity: 56)
- Lutsk(official capacity: 35)
- Mostys'ka (official capacity: 16)
- Mukachevo/Pavshino (official capacity: 220)
- Odesa (official capacity: 8-10)
- Sumy (official capacity: 16)
A closed centre in Volyn (at the Polish border) might be inaugurated in the near future. For detention up to 3 days, there are another 88 special premises in outposts/commandant's offices (Boryspil, Mogilev-Podilskiy, Mukachevo, Zhytomir, etc.). Legally, those closed centres are under the responsibility of the State Police. In reality, for financial reasons, the State Border Service accommodates the detainees as staff of the State Border Service apprehends the foreigners. Centres are often overcrowded. For example, Mukachevo Centre, which is built to hold 220 persons, had 427 detainees (as of December 2006). Detention is ordered for status determination. People are not free to leave until their status has been decided. Legally, that is supposed to happen within 10 days. After 6 months, they have to be released. If they request refugee status, they are immediately transferred to the refugee office, which has no facilities at all for them. From this moment, they live by their wits.
