France: Detention centres to be shut down |
France's Minister for Immigration, Integration, National Identify and Development, Eric Besson, has announced that 16 detention centres for irregular migrants in France do not meet basic reception conditions. As a result, they will be shut down.
In his memorandum, Minister Besson noted that these detention centres do not offer "dignified" reception conditions for irregular migrants. During the last few years, the French government has received reports that out of approximately 30 detention centres for irregular migrants in France, only seven are purported to comply with basic standards of reception conditions.
Centres that are foreseen to be closed are located in Nancy, Rennes, Le Havre, Dieppe, Toulon, Laval, Auxerre, Reims and Charleville-Mézières. Meanwhile, the reception conditions of seven detention centres, including those in Martinique and Corsica, will undergo review.
In order for reception conditions to be considered adequate, detention centres must provide for separate sleeping rooms for men and women, that accommodate a maximum of six persons. These rooms must be kept sanitary at all times. Furthermore, detained persons must have access to a telephone, be able to move freely from their sleeping rooms, and must have regular access to the visitors' area.
